feat(timeline): display newly supported options for Timeline

Summary

Bringing back the settings pane to Performance panel:

• Displaying "Disable JavaScript samples", because we've added support for tracing categories.
• Displaying "Show custom tracks" option, because it is a frontend-only feature, hence works.

Test plan

Validated that all possible permutations of these options work as expected and is identical to Web. Only the "Show custom tracks" setting value is persisted across reloads.

• This change maintains backwards compatibility with previous Local Storage data (if modifying settings, experiments, or other persisted client state).

Upstreaming plan

• This commit should be sent as a patch to the upstream devtools-frontend repo following the contribution guide for Meta employees OR contribution guide.
• This commit is React Native-specific and cannot be upstreamed.
