chore: add dynamic highlights support to web search - #471

- Add server-configured dynamic highlights support to web search tools, including the beta API header, `highlights.dynamic` request type, and rejection of `highlightsMaxCharacters` for advanced searches. - Mark free MCP rate-limit responses as `isError: true` and update their API-key guidance message. - Test free-tier and keyed 429 error formatting behavior.
