Description
Reinitializes the anchor state registry with the pectra defense prestate.
The runbook was generated from the fp-recovery/005-set-game-implementation task template. The template generation script was modified to work with the balrog devnet and holesky wallets. Those modifications are included here to facilitate review, but they should not be merged.
