Standardize list formatting in README

[Copilot]

The Skills & Tools section used inconsistent list formatting compared to the rest of the document.

Changes

• Split "Web Design" and "Data Analytics" items from single bullets with centered dot separators into individual bullet points
• Aligns with formatting used in "About Me", "What I'm Learning", "Let's Collaborate", and "Beyond Code" sections

Before:
