tcmalloc@0.0.0-250926-12f2552.envoy reused the older 20241022 patch, but upstream tcmalloc/BUILD changed, causing Bazel patch application to fail with CONTENT_DOES_NOT_MATCH_TARGET.

  • Regenerated patches/tcmalloc.patch against the 12f2552 upstream tcmalloc/BUILD.
  • Kept the intended change limited to package visibility:

-package(default_visibility = ["//visibility:private"])
+package(default_visibility = ["//visibility:public"])

• Registry metadata
  • Updated the tcmalloc.patch checksum in source.json.
  • Left the upstream tarball integrity unchanged.
