Publishes the first envoy_api registry snapshot from envoyproxy/envoy commit d584f3fcd0795544638dd025860109df4ef51a63, allowing external consumers to depend on the standalone Envoy API Bazel module.

  • Adds modules/envoy_api/metadata.json
  • Registers version 1.40.0-dev.20260901.d584f3f.envoy
  • Points homepage/repository at envoyproxy/envoy

• Registry version entry

  • Adds the copied api/MODULE.bazel for the snapshot version
  • Uses a source patch to rewrite the archive module version from 1.40.0-dev to the registry-published snapshot version

• Source archive

  • Adds source.json for the Envoy commit archive
  • Uses strip_prefix targeting the archive’s api/ subtree
  • Includes computed SHA-256 SRI integrity for the archive and version patch
