What this does\nReplaces the split issue and PR automation with the unified
@elixpooagent and triage workflows established in blogs.elixpo.\n\n## Changes\n- Uses the three canonical organization secrets.\n- Adds bounded CCR routing with free Pollinations models and RTK.\n- Separates repository and gist credentials.\n- Preserves repository-specific configuration and unrelated workflows.\n- Removes the retired issue/PR agent listeners.\n\n## Verification\n- Workflow YAML parsed successfully.\n- Python and shell syntax checks passed.
