release: prepare SDK v0.1.4

Summary

Prepare GENFLUX Python SDK v0.1.4 from the changes already merged into develop:

• feat: expose consistency credit estimate in config sdk #37 — consistency evaluation policy (consistency_repeat_count) and typed Platform credit estimate (consistency_credit_estimate)
• feat: add evaluation usage models #38 — optional typed evaluation usage_summary on Job/Report, backward compatibility for older Platform responses, and generated reference coverage for all five usage models

This release contains no breaking changes.

Release metadata

• bump package version from 0.1.3 to 0.1.4 in pyproject.toml, src/genflux/__init__.py, README badge, and uv.lock
• add the 2026-07-13 v0.1.4 CHANGELOG entry and update compare links
• regenerate External/Developer API Reference and llms.txt for the new version/source hash

3. Verify the GitHub Actions build, PyPI package/version, and install/import smoke test.

This PR does not create a tag, publish a release, or upload to PyPI.
