Stop dispatching release events to the Cloud repo - #4810

The update-cloud and update-cloud-agents-server jobs sent repository_dispatch events to electric-sql/stratovolt so Electric Cloud could pick up new Electric and Agents Server versions. Electric Cloud has been shut down and the receiving workflows no longer exist, so the jobs only send events nobody handles. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Electric Cloud has been shut down, and the workflows that handled the
