Summary

This PR adds a script that will run react-scanner against Kibana, and upload the results to an Elastic instance. This will give us insight and understanding as to how our components are used.

I don't know whether or not this is the right place for this script to live or not. It could live in a separate repository, I don't believe there is any reason that it needs to be located in this repository.

This will also require a buildkite job in order to run this script daily.
