[Docs] Add wiki documentation for EUI deprecations #5218

Summary

I basically copied a good amount of text from #1469 (which I will update to point at this new doc, if approved) and added some specific examples for props/component deprecation.

Feedback appreciated! Not sure if this is too bare right now, or helpful :)
