Update air-gapped image to chainguard/wolfi-base:latest

After which most of the remaining CVE's were nodejs packages that were wayy out of date.

Updated them and in the case of postcss used a manual resolution which seems to work.

We now use nodejs 22.x for the main docker image build as well as many packages either require >16 or >18. The buster package registry with is stuck at 12.x.
