- Use eclipse-ecf rather than eclipse for the GitHub organization name.

I've moved all the setups in the project catalog to the correct GitHub organization: The setup changes also include the support needed for the BND additions to ECF. Please merge and then I can fully retest a from-scratch setup. Lots of projects are using < Java 1.8 settings that no longer work on a recent Eclipse IDE. What are the plans for updating these? 
I started to change some of them locally but I think the last time you suggested not to bother which I assumed meant you were looking into that:
