This adds Tuning Engines to the SDKs/frameworks/tools list.\n\nWhy it may fit this list:\n- Tuning Engines is a control plane for production AI traffic with an OpenAI-compatible endpoint.\n- It helps teams govern agent/model/tool traffic with policy and guardrails, approvals, traces, usage reporting, quotas, and cost controls.\n- It also includes CLI support and registry concepts for agents, MCP servers, and skills.\n\nHappy to adjust the description or placement if another section is preferred.
