Prepares codex-usage-tracking 0.6.0 from the latest dashboard performance/refactor branch. Includes version alignment, changelog cut, plugin manifest bump, MCP runtime pin/cache bump, and release docs update. Local gates passed: ruff, mypy, pytest, pytest coverage, compileall, dashboard node --check, check_release, build, twine check, check_release --dist, installed-package smoke, Docker installed-package smoke, and synthetic benchmarks with source-log coverage.
