Package downgrade errors are occurring on the build for this.

@dotnet/nuget-team I moved templating to the latest versions (templating versions are now manually managed as we didn't want to participate in codeflow and make the process more complex) but those are ahead of the transport package versions here. Should I switch templating back to the -rc versions to match?
