In #4898 I suggested to bind view-rotate to the mouse side buttons. Then I realized, many mice have horizontal scroll wheel (tilt) inputs. This seems the perfect match for view-rotate, but KFX does not yet support it. So with this patch, it now does.
Unfortunately, it turns out, my Logitech mouse has a 1 second delay on the wheel tilt input, so it is pretty useless. Apparently though, there are mice with true horizontal scroll wheels (eg. Logitech MX Master). So for anyone who owns one of those, this could be a really neat keybind to have.
