A while back, AWS released SSM Port Forwarding Sessions:

This is very useful when you want to use a bastion host as a proxy for other services like RDS.
This is how it currently works in the AWS CLI, a similar component should be easy enough to create in this helper tool.
aws ssm start-session --profile ${profile_name} --region us-west-1 --target i-12345678901 --document-name AWS-StartPortForwardingSessionToRemoteHost --parameters host=my-databases.endpoint-address.region.rds.amazonaws.com,portNumber="3306",localPortNumber="3306"
