Fix default co-chair term limit to 3 years #14

Corrects the 2 year term for staggering to 3 year term that has been used since we increased co-chairs from 2 to 3 (see commit ff5cc24). Simplifies the shortening of terms to be +/- 1 year adjustment. Extends the example for clarification.
