[Test] Bump string_encoder coverage from 48% toward full (#44)#45

Add tests covering the transform round-trip, tfidf vectorizer branches, padding when n_components exceeds achievable rank, sklearn fallback via rust_backend=False, transform-without-fit fallback, _rust_supported_subset rejection paths, and _prep_strings / _prep_strings_transform helpers.
