feat(portal): fallback to summary on cards when image is missing — application, dataset, event, news and reuse cards now fall back to the entity summary (rendered as formatted HTML) when no image is set, instead of leaving the card visually empty. The card schemas accept a newsummaryfallback mode and the corresponding rendering branch was added to each card component. The sitemap e2e spec was adjusted accordingly.
