http://bower.io/docs/creating-packages/#main *The entry-point files necessary to use your package. Only one file per filetype.* Original config does not specify the css file. Because of that, bower/gulp (and other tools) may be unaware of it's presence. I know this repo is no longer maintained, but it might come in handy for somebody.
