Now using non-local variable where possible, and "static or library variable" where we used to have "statically allocated variable", and "static variable" before that again

Changed one occurrence of "static function" to "static method", which is the phrase used in the rest of that paragraph, and the topic of the section, clearly that was the intended meaning anyway
