v0.13.1
Introduces a backoff delay in case slow or unresponsive hosts are registered as event stream listeners. Also includes migration fixes originally introduced for 0.14 that also affect 0.13.
Fixed issues:
- #2405 - Migration of ZK State to 0.13/0.14 does not work
- #2984 - Failed migration 0.11.1 -> 0.14.0-RC3
- #3047 - Event callbacks hold on to unresponsive hosts
