This PR establishes the ProSe repository as the "Clean Hub" (Cathedral) by implementing the required governance documentation, directory structure, and GitHub identity files. It also includes the repository inventory report based on the state of commit 6977b55, which serves as the foundation for the code included in this scaffold.
