Replaces the black-formatter workflow with a workflow that fails if the pull request doesn't meet the requirements.

Same as the workflow in cve-search/cve-search#1041

The current workflow creates corrective pull requests like #265 retrospectively, causing unnecessary oscillations in the codebase. This approach enables the contributors to fix the code before merge.
