This PR adds the feature to upload in bulk only people or only locations.
Examples of the spreadsheets that can be uploaded can be found in the linked issue.
The review process for locations/people is all or nothing, it is not possible to cherry pick from locations or people uploads the same way as it is for works.
The upload introduces a new property for the upload model, the upload_type which is by default "work" but can be "people" or "location".
There are unit tests added
