docs: replace formal code of conduct with community notice - #30

Summary
This repository no longer ships a formal code of conduct.
CODE_OF_CONDUCT.mdis removed. README now has a short Community section with the project notice.CONTRIBUTING.mdno longer requires following a CoC. The docs map no longer links to the deleted file.Security policy, license, and product copy are unchanged.
