Build useful tools for polkadot and kusama validators

Environment

This project uses the MongoDB as its database. You can install the MongoDB in any place. By default, you can download the mongodb community package(.zip) from its website and put the folder to ./bin/mongodb-win32-x86_64-windows-4.4.4, then you can start the DB by npm run startDb.
