About the pull request

  1. Adds two variables to skip the announcements on the timed scrapeaway effect

  2. Uses one of these variables to silence the scrapeaway effect on LV-624's crashed ship for the Marines.

Explain why it's good for the game

  1. More variables is good, and gives a wider range of options to mappers while limiting weird, and irrelevant (if deemed so) announcements to Marines.

1+) One benefit I just thought of while writing this, is informing Marines of unusual inserted chokes by placing a scrapeaway effect on a wall inside the choke (or a wall out of bounds in the right area).

  1. This circumvents some metagaming that can be done if Marines are deploying late, as under no other circumstance do Marines get a scrapeaway announcement on LV-624 aside from CLF being present.

Placed 4 effects on USS Runtime, two muted, two unmuted.
