Payments never settle: stuck in "confirmed" status

I used this app to make payments in order to acquire test USDC, following the instructions for option 1 here:

Following the guidance in step 2, I am using the http://localhost:3011/debug/payments/fetch page to get a list of payments, and I see the payments that I have made, but they have been stuck in "confirmed" status for over 12 hours. They never move to "paid" status, and my master wallet's USDC balance remains zero.
