Run the test suite in CI on Linux and macOS - #43

The suite passes locally, but no workflow runs it, so a regression in the engine that gates every Bash call reaches main unchecked. The test job runs tests/test-watchdog.sh on each push to main and each pull request, on ubuntu-latest and macos-latest. fail-fast is off so one OS failing doesn't cancel the other's report. windows-latest is left out of the matrix: its first run failed 17 checks across four causes, tracked in #44. Context
ClaudeWatch gates every Bash, Monitor, Write and Edit call, but nothing runs its test suite, so a regression in the engine reaches
mainunchecked. This adds aTestworkflow that runstests/test-watchdog.shon every push tomainand every PR, on Ubuntu and macOS. Closes #27.Windows is out of the matrix for now: its first run failed 17 checks across four causes, tracked in #44.
