Also added a minimal test model for power-spectrum fitting, in the form of a constant with a free amplitude.

This updates the names in fitstack to agree with radiocosmology/draco#245.
We allow weight/var datasets to vary with mock, for consistency with how weights are handled in stack containers. We also redefine several other datasets so they are not distributed by default.
This commit also modifies the setup to handle unbounded optimizers correctly, and removes the switch that uses a different optimizer in the case when there is only one free parameter.

Selecting polarizations for the covariance is unneeded here, since the required polarizations were already selected in the input mocks array. This actually caused problems if only using QQ, since the code attempted to select the index-1 pol from an array with a pol axis with length 1 (because QQ would already have been subselected).
This includes all code that was used for the stacking analysis but not commited to the repository. This branches off the jrs/fogc branch. In particular the module chisq_test implements a statistical test that was used to test consistency between polarisations and even-odd days. The original commit from the ss/stacking branch was manually modified by Simon to resolve conflicts with newer commits from the jrs/fogc and auto branches.
