Initial Tasks for Codeowners

• Confirm that the CODEOWNERS file is correct
• Update the scope section within README
• Create first issues to work on (e.g. an initial API draft)

BTW: I kept the normal rule for pull request reviews and merges, but allowed to bypass the rule on PRs. That means concrete:

main branch ruleset — what it allows and blocks

For everyone (codeowners included):

• No direct push to main. All changes go through a PR
• No force-push to main, no deletion of main
• PR merge requires 1 codeowner approval

Codeowner exception (PR merges only):

• A codeowner merging a PR can tick "Bypass rules" in the merge dialog to skip the approval requirement. Intended for trivial corrections (typo fixes, formatting, README tweaks). For non-trivial changes please wait for a second codeowner — the bypass is opt-in and visible in the merge audit trail.

Emergency escape hatch:

• Org admins have an "always" bypass that allows direct push and force-push to main. This is for incident recovery only; everyday work goes through PRs.
