Integrates the completed Spotlight orchestration line: durable resolver ownership, trusted-local containment boundary, active CASE_DIR worker targeting, and strict YAML-loadable phase skills. Verification recorded in Jeff: 86/86 smoke checks at candidate 4458de3.
