chore: add fields to update feature api to update the schedule update

Things done

• Added the apply_schedule_update and the ScheduleUpdateListValue proto messages for updating the schedule update

Update condition

• To delete the schedule, the console must send an empty schedule_update list
• To edit the schedule, the console must send the schedule_update with the object updated
• To apply the schedule right away, the console must send apply_schedule_update setting it to true
