Description

Issue: Last week, Cromwell started logging stuff like Status change from AwaitingCloudQuota to AwaitingCloudQuota. This is noisy and not useful.

Cause: This PR changed the definitions of certain statuses, causing the == operator to not return true for statuses of the same type but with different lists of execution events.

Fix: Go back to the old behavior and rely only on the type of the run status, not what data it may contain.

CHANGELOG.md

  • I updated CHANGELOG.md in this PR
  • I assert that this change shouldn't be included in CHANGELOG.md because it doesn't impact community users

Terra Release Notes

  • I added a suggested release notes entry in this Jira ticket
  • I assert that this change doesn't need Jira release notes because it doesn't impact Terra users
