Moved the header and footer styles onto the shared @brain-bbqs/ui package - #56

Imports @brain-bbqs/ui/styles/shell.css for the header, watermark, theme toggle and footer bar, sets the three knobs to this app's sizes, keeps its header gap, watermark offset, footer mark gap and 1560px footer breakpoint, and gives the footer marks the shared classes.
