chore: add pub.dev metadata and run publish dry-run

Summary

Adds required pub.dev metadata to pubspec.yaml:

• homepage
• repository
• issue_tracker

This aligns the package with pub.dev publishing requirements and moves it closer to production readiness.

LGTM for the scoped metadata change. I would treat the remaining dart pub publish --dry-run warnings (CHANGELOG.md and the library filename warning) as follow-up work, since they predate this PR. im going to rename the commit to chore: add pub.dev metadata and keep the dry-run result in the validation section.
