fix(translations): NASS-1470: Re-imported reference data overwrites non edited translations

Changes

Main goal of fixes is to allow the reimporting of reference data to overwrite non edited translations.

• Defaults show up as english translation but will not save as such if not explicitly changed.
• These defaults are then overwritten on reimport of reference data
• This means that we could conceivably even do a button to restore to default from front end for reference data translations that just removes the en translation.
• Default does not show up as a language option.
