This release contains:

• Upgraded to .NET Core 1.1
• Bug fixes for:
  • an issue where owners not associated to users account would display
  • search providing inconsistent results
  • interface not responding when searching with select all
  • interface not responding when searching for too many cities
  • permit retry logic and added additional error messages

The primary fix is an upgrade to .NET Core 1.1.11 and associated frameworks and docker.
