Dynamic Build Config

Whatever domain this Angular SPA is served from can now be configured to pass-through <http|https>://<domain>/api/config to a back-end service making the Angular environment run-time configurable.

We also bumped up all dependencies to latest and are experimenting with the package security scanner Snyk.
