- Refactored Proponent Extractor to use Upsert + Soft Delete strategy. - Implemented Proponent Status Updater to update status based on approved conditions. - Added ApprovedConditionService to fetch data from Condition API. - Integrated Proponent Status Updater into Project Extractor (SUBMIT target). - Removed separate EXTRACT_PROPONENT job invocation. - Updated Track Service to fetch proponents.
