Unpinned mcp resolved to a release that removed streamablehttp_client, causing an ImportError on container start. Add lower and major-version upper bounds to all agent requirements, and drop the unquoted aws-opentelemetry-distro install from the Dockerfile (the shell treated '>=' as a redirect, bypassing the version constraint).
