Show the deprecation notice to users on the 2025.1 (251) platform ahead of dropping support, now that 2026.2 is being added. Bumps MIN_VERSION 251 -> 252 and adds a deprecation changelog entry.

Problem
As part of adding the 2026.2 build target (#84), advance the deprecation window by warning users still on the oldest supported platform, 2025.1 (
251). This is the Phase 2 "deprecate" step — it only shows a notification; build support for 251 is removed in a later drop PR.Changes
