chore: update the version of nebula

Description

Since the following PRs have been merged, we are ready to use the latest version of nebula.

• fix: add udp_only sample_sensor_kit_launch#109
• fix: add udp_only tier4/awsim_sensor_kit_launch#26

Sure. But this is my first time using AWSIM_labs, so it may take some time.
I will create a PR for the repo.

By the way, AWSIM Labs publishes the point cloud directly. So we don't run the driver itself. So I'm not sure if it is necessary to update it.

@xmfcx @SakodaShintaro I checked previously, there is no dependency on Nebula so AWSIM Labs is unaffected 🙌
