Needs armbian/build#11055.

GitHub allows 1 MB of outputs per job. The 16 image chunks no longer share this limit with the artifact chunks in matrix_prep. Four jobs set the image chunk outputs, 4 chunks each. They read gha-all-images-matrix.json from the build-info-json artifact. Room grows from about 840 to about 4000 images.

Tested

• The jq step on the matrix file of run 39424973823 gives the same 16 chunk outputs as matrix_prep did in that run.
• An empty chunk gives not-empty=no.
• actionlint: no findings.

Merge order does not matter: without the build change, the matrix file has the same content.
