Goal: stop slow but healthy image builds from timing out.

Recomputer-rk3576 KDE on x86 runner stpete-15 hit the 45 min step cap during OTA packaging. The same board's GNOME image took 14 min on ampere-01.

Time on x86 goes to qemu (headers 11 min, DKMS 7 min, initramfs 5 min) and single-threaded OTA gzip (5 min).

Change: image step 45 → 60 min, job 75 → 90 min.
