Extracted from #16243, since we're going to keep Docker for at least one more release.

This PR puts in to practice what we signaled earlier in [Deprecation feedback] Niche distribution channels for compiler binaries.

Nice. Shouldn't we also update this documentation entry?

It is activated for the Ubuntu PPA releases in most versions,

Although it would still make sense for the past releases.

Yes, that's why I left it in. But now that I think of it, the whole paragraph is outdated due to #15252. We no longer link it with the compiler (emscripten is the only exception), so I'm removing it.

I also added a note about the deprecation of the pragma.
