docs: clarify the REFERENCE.md pointer in README - #406

The old wording said REFERENCE.md was "also available in your terminal via mcpc help <command>", which reads as if that command printed the whole reference. Say instead that REFERENCE.md collects every command's help in one page, and that mcpc help <command> shows it for a single command.
